Q: Are municipalities expected to be held accountable for not following the procedures in the Employee Handbook?

I would like my job reinstated and back pay for the time I was out. Is that viable?I worked for a city in Arkansas for 5 and a half years. I was arrested for drug possession after the police department suppressed evidence that cleared me. My charges were dropped once the prosecutor viewed the body cam footage ..8 months after my arrest/ termination. Even though company policy states that any employee found in possession of drugs is to be drug tested and placed on suspension pending the results, my Director told them not to test me and advise to call him when I am released, prior to coming back to work. I had to cash out my 401k, pay 7500 for a lawyer, my car was reposted, I lost my place live, and my children had to go live elsewhere because I could not provide for them.
