Q: I own my manufactured house but rent the land. What agency in SF Bay area should I file acomplaint for rat infestation
I have photos of the disgusting community garbage area with garbage on the ground, filthy rotten garbage bins and a house right next to me that has a completely open side which is a nesting area for the rats. I have paid $500 to Terminix to clean the crawl space under my house but it needs more holes to be closed. I can't afford to pay Terminix anymore money and the landlord who is in charge of the community should pay for the clean up and rat closures, etc. He refuses to do so and doesn't answer my emails. Please advise ASAP. thank you. I pay $3000 per month in land rent. There are approximately 100 people with manufactured homes on 5 acres here. Thank you.

You have several options to address this serious health and safety issue. Start by filing a complaint with the San Mateo County Environmental Health Services Division, which handles reports of rat infestations and unsanitary conditions in residential areas.
Next, contact the California Department of Housing and Community Development (HCD), which regulates manufactured home communities. They enforce health and safety standards, and your landlord's failure to maintain sanitary conditions violates state regulations. Document everything with photos, emails, and a written log of all attempts to contact the landlord.
Consider filing a complaint with the San Francisco Rent Board, as they can help mediate landlord-tenant disputes, even for manufactured home communities. You might also want to contact Bay Area Legal Aid or the Housing Rights Committee of San Francisco, as they can provide free legal guidance and help you understand your rights as a manufactured home owner. Given the severe nature of the problem and the landlord's negligence, you may be entitled to compensation for your pest control expenses and potentially reduce your rent until the issue is properly addressed.
