Q: What are the steps to and evidence necessary to sue landlord and the city for collusion and criminal neglect ?

Property manager was caught lying about alot so after finding her useless and my place unacceptable I brought into the local BOH, over 9 inspections over the last 19 months they cited many violations , including state minimum sanitary code , the property manager ignored every work order and continued to ignore any of the service requests for min standard code I submitted as well. In the span of that 19 months, my health is declining rapidly, and there are supporting documents from medical providers that support my claims that they are directly related to environmental standard conditions. My question is with the landlord being aware of all the violations or not redoing repairs, and the local Board Of Health never enforcing any of their compliance work orders over the span of nine inspections in 20 months, all requests documented all emails documented. How do I go about bringing about a shoot for damages and criminal negligence against both BOH and Landlord ?
