What if the child support stipulated on the custody order has never gone through an agency? Who has the burden of proof?

Current Ohio law mandates that all child support payment be processed by the local county Child Support Enforcement Agency. The local CSEA keeps detailed records of all financial transactions received and paid. Both the payor and the payee can request a copy.
