Would dating a 13yo as a 17yo as a joke and not having affection for the 13yo but making it look like that to them and abusing and humiliating them after the incident be counted as "grooming"

And the 17yo never apologised properly ever. And still harasses the victim to this day for trying to speak out.

The 17-year-old's failure to truly apologize and attempts to silence the victim from speaking out are additionally manipulative and show no real remorse or accountability.

This situation needs to be reported to proper authorities, like the school, the younger teen's parents/guardians, and potentially law enforcement so it can be addressed. The 13-year-old deserves protection and support. The older teen's abusive conduct should face consequences.
