Q: Japanese Law requires a divorce be performed by the Japanese Consulate and registered on their Koseki. USCIS denied why

A: Please be aware that US Immigration Laws will not recognize a divorce which was entered in absentia. The question does not have sufficient facts but it appears that the USCIS denied the family petition because the prior divorce was performed by the Japanese Consulate. The only thing I can think about is that perhaps the divorce was performed in absentia. If so, it will not be recognized in most states and hence the USCIS will not accept it.
