Q: What does 16028A code stand for?
On my citation 16028A and 400A, are the codes. The citation was so long ago, I don't remember what the ticket is for.

The code literally reads:
16028. (a) Upon the demand of a peace officer pursuant to subdivision (b) or upon the demand of a peace officer or traffic collision investigator pursuant to subdivision (c), every person who drives a motor vehicle upon a highway shall provide evidence of financial responsibility for the vehicle that is in effect at the time the demand is made. However, a peace officer shall not stop a vehicle for the sole purpose of determining whether the vehicle is being driven in violation of this subdivision. The 400A code indicates that you were in violation of the code by driving a non-street legal vehicle:
400. (a) A “motorcycle” is a motor vehicle having a seat or saddle for the use of the rider, designed to travel on not more than three wheels in contact with the ground.
