Q: Off set of taxes

Chapter 44-30.1 - Setoff of Refund of Personal Income Tax

Chapter 44-30.1-1 - Definitions. It says anything over 500 can be taken so does that mean if I owed 750 for example they would only take the 250 about it or would they take all of it?
