She already got denied twice for taking tourist visa. Reason for getting tourist visa first because she still married with her ex husband and now shes doing her annulment. After her annulment. Can I petition her as fiance visa even if I'm still married in the philippines but divorced in the US? what are her chances since she already got denied twice getting tourist visa before?

You are divorced in US but still married in the philippines and now you want bring your girlfriend here from the philippines where you are still married. You can not petition your girlfriend as a fiance visa. You both have to be legally married in order for you to be able to petition her. And second of all you can only petition anybody if you are US citizen. And I highly recommend you talk to an immigration attorney in private to discuss this matter. All the best.
