I want to know if my tuition will go down , I have never worked in Ohio or filed taxes , even though I had a lease under my name. I use my personal savings in my home country to pay for college. Can I become a ohio state citizen for residence purpose ? I have a driver's licence from OHIO

As a permanent resident, you now have an eligible visa type to be considered a resident. However, there are other criteria which must be met. You are likely considered an "independent student" right now. Read this: http://registrar.osu.edu/Residency/independent_students.asp
Go talk to the registrar in person. If they are not helpful in determining whether you currently qualify, consider getting an attorney.
