Q: Hello, My mom is 78 years old and suffer from dementia. She had a form N-648 from the doctor on interview for

naturalization. But doctor dose not have enough experience of this form and did not fill it properly, dose not put full information. My mom failed 2 times. Officer said to me that we should start from the beginning to fill form N-400, that mom eligible for Fee Waiver (mom dose not have any income). I just received a letter from immigration, in the letter says that I may submit a request for a hearing . I do not know what better for me and my mom. To start notarization proses from the begging or request a hearing. Thank you for your help.

I suggest you start from the very beginning. I also urge you to use an immigration attorney not a service. You may use an immigration attorney located anywhere in the U.S. that you feel comfortable with. Always review your documents before submitting them and always keep copies of all documents and correspondence.
