A: What you described is speeding and possibly reckless endangerment if the speed limit was already high. You didn't describe any loss of life.

A: No absolutes other than to tell you if there are any criminal penalties you don't want to be asking about them on a public website if you were the driver. In fact I advise against discussing anything related to a case on any social media. If you were the driver, get a consult with a criminal defense attorney.
