Q: Immigrating to the u.s from France with a twist

I'm planning to move to the u.s permanently and I have a backstory

When i was 7 my father and i immigrated to the u.s.a after my moms death from france where he married a woman who later adopted me

I believe i went out with either an IR4/IR3 or an IH4/IH3 visa

2 years later my adoptive mother filed for divorce and i was under temporary custody with her then i was allowed to spend the holidays with my father where he abducted me and took me to another country Algeria

I've been forcefully there for 8 years now (im 18) i have tried to contact my stepmother but havent gotten any response yet.

The u.s embassy here cannot help me as Algeria is not a member in the hague international abduction party

I have a french citizenship and an algerian too.

I was also months away from getting my u.s citizenship before my abduction

i was a resident with my adoptive mother for 2 years and given an adoption type visa

What should i do?
