Q: what are my fathers options

My father has been in the pocess of taking owner ship of elderly neighbors 2 properties the neighbor has agreed(his idea) to give my father as he was going to lose them to the town. fathers gone to court followed through with what court wanted done with the properties(securing doors and windows, clearing overgrowth for access) and has paid $9000+ in back taxes on them, basically only thing he was waiting for were deeds to be signed over .neighbor still holds owner ship and now wants my father to fix one of them up for him, for nothing, before anything else happens. he has basically gone back on the agreement they originally went to court for.
