Q: I was sold a used car in GA that did not have an emissions test done. What are my rights?
I tried to get the emissions done myself however, The vehicle didn't pass. The dealer agreed to take the car to get the repairs needed to pass emissions... But now he wants me to sign a "Post Sale Repair Disclosure" before he'll return my car to me. Is this normal? Should I sign this? Can he keep the car I purchased if I don't sign?

This is a warranty or contracts question. Absent representations of the seller of something warranted, you have nothing. Buyer beware.
Not all counties in GA require emissions. Most counties don't.
