Q: Can the Department of Human Family service over ride a divorce decree?
I was separated from my ex wife in 1999 and filed for divorce in 2000. My divorce papers signed by a judge, states that I make payments for child support directly to the constodial parent. She filed for child support in June of 2002. What happens to all the payments before they started going to the disburstment office

Usually, when a new order is entered, it incorporates whatever is carried over from before.
