The quickest route (and it isn't quick 6-12 months for approval) is to file a petition for a K (finance) visa, bring him here, and get married here. After you are married, he can apply to adjust his status to LPR (green card) and is permitted to remain in the country while that adjustment is pending.

A: Once you are married, you can file an immigrant visa petition on his behalf. When that is approved, he will apply for an immigrant visa. The government fees for this are about $670.
