The question of which court has jurisdiction is very complicated.
The first question is where you can file the paternity case.
Usually it's the mother filing paternity against the father and she can do it in Illinois even if he lives in another state as long as he got her pregnant in Illinois.
Anyway, even after paternity is established, there is a question as to which court will handle the parenting plan.
The usual rule is that wherever the child has lived the longest in the recent past is the court that should handle parenting plan matters.
