Q: I live in PA. The previous tenants did not pay their water bill, How do we get it turned back on?

The water company has told us we can't open a new account until the delinquent bill is paid, even though it is not in our name. We have tried telling them it's not our responsibility, but this is the answer we got. The property manager is also quite shady. We explained the issue to him, and he keeps lying and saying he'll fix it, but never shows. Is the water company allowed to tell us we can't open a new account until the bill is paid, even thought the bill isn't ours? How can we get the water back on without paying someone else's bill when the property manager is no help?
