Q: My ex took our children and fled the state without notice

My ex and I share legal custody of our children and he has primary physical custody. It's in our court order that we have to give each other 30 days advance written notice before relocating. We also have to notify the courts in Va 30 days in advance. He didn't notify me and told me he was taking them out of state Wednesday night. Thursday morning I filed a motion to amend custody and a motion to enjoin relocation. A hearing was scheduled for February 15. Upon finding out about the pending hearing, he took the kids and fled the state and refused to give me the new address and refused to notify the courts. He turned all of our children's phones off and won't let them contact me. He also refused to bring them back for my visitation twice. How do I get the judge to order them brought back to va until the hearing? I'm worried about my children and the last time I spoke to them they were crying and begging me to call the police and bring them home.
