Q: T/F : Fl.statute prevents group homes for disabled people from having child safety locks on their transportation vans?

Group home that my daughter is at in Ft. Lauderdale claims that they are unable to harness her in the van or install child safety locks on the doors as it is a violation of the rights of others. Yet it was ok for them not to notice last week that she unbuckled herself and got into the passenger seat and opened the door while the van was traveling in a school zone of 15 mph and exit the van leaving her bloody and stitches in head and arm. The accident was endangerment and neglect on the part of the service workers(2) with her in the back and 1 driver. They are telling me that cannot and I need you to verify it please.
