A: It's possible his employer is withholding the support but isn't sending it in to the State Disbursement Unit, though this is not very likely. Get a lawyer (either a private attorney or through the Illinois State Attorney General's office) and take him to court for contempt. If the money is being withheld he should have check stubs proving it. If he does, your lawyer needs to go after the employer. It is much more likely the money is not being withheld for some reason. For example, he may have switched jobs and the new employer hasn't been ordered to withhold the support.
