Q: I have a friend that is currently pregant with her 2nd child. She is using illegal drugs. She lost custody of the 1st

She gave birth to her first 1st in riverIde county and will now give birth in Orange county. Will The baby be tested at birth? Cps said they can not do anything until baby is born. Will she lose the 2nd too?
