Q: How to report Bigamy to the County Superior Court?

My brother in law is a US citizen who has been married to a US citizen for 14 years. It was discovered that 2 years ago he traveled to Jordan and married a Syrian citizen while still being married in the US. As far as we know, he had committed bigamy which is illegal in US law, but he has an Iraqi passport which he might have used in Jordan while conducting the marriage. My first question, is bigamy still illegal even through it was conducted through a different passport? This person is very abusive to his family and has been convicted for various criminal charges in the past. We are trying to report him to the County Superior Court but the evidence of him being illegally married only come from witnesses to attended the ceremony overseas, so far we do not have physical documents stating his marriage but if the Court investigates, they will definitely find evidence. My second question is, are we able to report him and is it possible to proceed with the report without physical documents?
