Q: Is it possible for a U.S. citizen to marry a Mexican citizen, and for said Mexican citizen to gain legal residency?

A: Whether the Mexican Citizen in question will gain legal residency requires a case specific analysis, including an analysis of any prior negative immigration history, prior criminal history, etc. Absent serious negative immigration history and absent serious prior criminal history, yes, it may be possible for the individual to gain legal residency.
