A: yes, you can change lawyers without it costing you anything. The lawyers would split the fee.

A: You can fire you attorney and hire a new one whenever you want. It can be difficult to locate another attorney where he knows that he has to split the fee, especially where the prior attorney has been working since 2016 and, presumably, has a lot of work into the case. Consider making an in person appointment with your attorney to discuss current status. If that is refused, ask for a copy of your file on a flash drive, then contact some other attorneys to see if they are interested in taking over, before your fire your current attorney.

A: if you feel that your lawyer is not being responsive to you, then there is a breakdown in communications. Give him one more chance and equest for a date to meet with you. If he does not respond within a week's time, call the California bar or hire another lawyer. Your choice. Best of luck.
