A: Hire a local probate lawyer to file (depending on the situation) an Affidavit for Determination of Heirship and Issuance of Letters of Administration or a Small Estate Affidavit and, possibly, DMV and deed Affidavits of Heirship. Find your sibling. You may need to hire a PI to do so but cannot settle the estate without this.

A: I am sorry for your loss. The VA may also be able to help you with this or point you to a veteran's organization in your area that can assist you with this. You might also try finding a probate attorney who is a veteran as they may be able to help you navigate the veterans benefits area.
