Q: Can I get my office manager arrested for fraud if he was authorized user on the card.

A: If you are reporting a crime, you need to contact your local law enforcement agency.

To quickly answer your question, ANYONE can commit fraud. I expect you have more details about what exactly it is that your manager is doing but just because someone is authorized to use a credit card, doesn't mean that they cannot commit fraud.
