The tenants abandoned the property they were paid one month ahead a demand full payment on April 1st when they were served with a notice to quit the property Can the rental money and security deposit be used to repair and replace things a stall

A: A landlord does not have a right to the security deposit until the tenant releases or loses the right to it, and usually occurs following the procedures set out in-part in the Landlord Tenant Relationship Act. It doesn't read to me that the landlord here has acquired the right to the security deposit quite yet.
