Any plea offer has to come from the attorney. He should discuss his thoughts about any settlement with his attorney, who can advise if it's a good idea or not.

HE SHOULD HAVE A LAWYER AND THAT IS WHO TALKS TO THE DA.........ANYTHING HE SAYS CAN COME BACK TO BITE HIM IN THE ASS...........
HE WILL GIVE THE DA A FREE BITE AND AN IDEA OF HOW TO ATTACK HIM ON THE STAND............
DISCUSS WITH HIS LAWYER......THE DA DOES NOT HAVE TO OFFER ANYTHING OTHER THAN THE STANDARD PLEA.
A: Prosecutors typically do not offer any sort of plea deal before arraignment, as they have no incentive to do so. And neither should your brother, without first discussing the incident in detail with his defense lawyer, and not before his lawyer has reviewed whatever evidence police have collected to support the charge. Also typically, prosecutors to not provide copies of that evidence to the defense before arraignment. Good luck.
