A: Non-parties don't have to answer interrogatories. The witness can sign a statement under penalty of perjury, if willing, or you can serve a deposition subpoena, hire a court reporter, give notice to the opposing party, and take the deposition of the witness. I would not recommend that you do any of this. You are in way over your head and are very likely to do irreparable harm to your claim, if it has any value.
