Q: How do I fight a DC cam ticket where I supplied evidence I was not there? They closed this but put it into collections.

In Oct '22 I received a speed camera ticket from the DC DMV (I am a MD resident). The issue is that I was definitively NOT on the road at the timestamp on the ticket but in with a doctor, which was verified with a written letter from him. This letter and my disagreement with this ticket was sent through proper channels in a timely manner per the direction of the DC DMV. In early '23 they sent me one email saying that any action was "suspended" followed by an email stating this was "resolved or closed." A week ago I received a collection notice with an increased due amount and then the DMV called me and told me that in March they had mailed me an adjudication letter that gave me 30 days to respond. This was never received by me and the DC government today said it's not their fault if the USPS doesn't deliver. They said I have no appeal right now. I am being bullied by the DC govt over a ridiculous matter with the insinuation that I committed a traffic crime that I absolutely did not.
