A: Dismissals with leave put this case in a sort of purgatory where they are still alive but will not be put on the docket. Most likely these cases will prevent your friend from getting a valid license but will not have much other consequence as the cases should not have any active warrants for arrest due to their dismissal with leave status. These cases should and need to be handled at some point, but the dismissal with leave status gives your friend some time to decide how to proceed and resolve the outstanding charges. Given the volume of charges I would highly suggest having the friend consult with an attorney to hopefully arrange a global plea with the DA's office in the county the charges are in.
