Q: mixed signals from a lawyer i'm working with?

I am trying to apply to be a part of a program helping entrepreneurs to establish an innovative business in another country. I went ahead and sent my application, and started incorporating a new company. The incorporation was handled by a lawyer, lets call him Bob. The problem is my business involves some activity that could be possibly be interpreted as activity requiring a investment advisor license. The organization in charge of the program sent me an email saying that Bob advised them that I need to provide a legal opinion confirming I won't be performing licensed activity. They suggested me to reach out to Bob for further help on this.

Does this sound weird at all? I was under the impression that since Bob is handling my incorporation, I was his client and he should be helping me, not scrunitizing me? Or is that not how incorporation works? I was given no warning. Now i have to spend upwards of $10000 on legal opinion just for a chance at possibly having my application accepted
