Q: I need help with V2K services on identifying the attacker and also getting the history on how long they been doing it
A: Identifying an attacker is a job for either the police or a private investigator. Because most technology experts agree that V2K technology does not currently exist, you most likely will not find police very helpful. So you almost certainly will need to retain the services of a private investigator. Success will heavily depend on how much information, if any, you already have concerning any attacker. Be forewarned that you could spend tens or even hundreds of thousands of dollars on a fruitless search as there may very well be no such attacker at all.
