Q: What's best way to sue unacceptable nuisance and damage to my property if I cannot afford to retain attorney?

I cannot afford to retain attorney, likely litigation, and high priced land surveyors but compensation is owed. It has been ongoing for 5+ years. They intentionally demolished the shared block wall when i was not paying attention forcing me to resign myself to them rebuilding it 2" in our direction unless I wanted to pay 25k to rebuild it myself. The wall was existing for 20 years and cost outweighed benefit however they needed those 2" to pass code. The real problem that resulted is that the new wall denies us any drainage options and is concrete filled so we now have flooding. They have also never properly secured the construction site; had squatters constantly, never mitigated dust noise or trash and ignored almost every building code even stole electricity from city. All is permitted as owner builder and self financed so there is no bond and 90% has been done by unsupervised day labor. It has surpassed reasonable nuisance LONG AGO. We are in CA. Los Angeles
