Q: In my office, the landlord is responsible for utilities. We do not have hot water in the bathroom sinks. Is this legal?

I rent office space in Massachusetts. There are approximately 9 other practitioners who rent individual office spaces here. I understand wanting to be conservative, but they keep the heat very low and there is absolutely no hot water in the bathrooms. Are there specifications and/ or laws regulating temperatures for office space? And, I have the same question about hot water- I'm assuming since it's noted as "covered" by the landlord in my current lease, that we have the right to access hot water?

Lastly, how do I bring this up tactfully, so my landlord doesn't decide to not renew my lease?
