Q: Working overseas for a US company on DoD contract. Employer made us sign new contracts to lower hours. Legal?

Initially signed for 84hrs a week. Then a few months later the employer came back and had us sign a new contract for 70hrs. When we travel they adjust our hours as well. Currently only allowing me to work 60hrs, with no overtime. I had to work a few hours with another site and informed the higher that I needed to charge those hours. Was told "That's unfortunate" and that they would give me comp time but could not pay me overtime. Is any of that legal? Also, do we fall under US Labor Laws or the country in which we are working in. We are legal residents of the foreign country. The company is based in Fl.
