Q: Do Ihave to file a STATE Tax return if I made less than $5,000 in 2012?I did not have any state with holding in GA

Each state has their own limits. You can call up the state and ask or go online to find out what their limits are.

You can generally receive Insurance tax free. But if you are receiving interest on the insurance it is likely taxable.

Q: I know a Cert of Order of Years Support relieves the Garantee of Property tax, any thing else?

In addition to having priority over property tax liens and assessments, year's support awards have priority over all other non-purchase-money debts.

Q: Are income taxes owed on foreclosure deficiencies

I cannot say on Georgia state taxes, but federal taxes would be due if the bank forgives the deficiency.
