Q: cemetery in Puerto rico said they have no property insurance for grave markers being stolen is this true

Grave marker was stolen at monte cristo memorial park in PR and they are saying we have to repay for markers we already paid for, but we were assured that they had security, but later on didn't . should I have to pay for new marker ?
