The wording is odd to me. What are you really asking? Can a physician discharge a patient against his own medical advice? That is up to the patient to refuse to receive treatment.

Who has told you that this happens? Ask them. I do not believe that this is true, that a certain number of civil suits will cause a doctor to lose the medical license.
I signed a paper saying I couldn't sue if I was dissatisfied with the procedure but this goes beyond that into him not even doing what I wanted.
