Depends on the terms of the contract... If you can still bill them and they are paying on the other aspect I would assume, sure, they can make changes and you should receive compensation accordingly.

You need to immediately file an Order to Show Cause and seek a Temporary Restraining Order in a court having plenary jurisdiction where the government in question is located.

Depends on the terms of the RFP or Bidder Requirements contained in the notice, if it doesn't say there is a requirement then generally no it doesn't affect your ability to bid.
