You are going to need a PA bankruptcy attorney to file for Bankruptcy if you are qualified to do so. Your chances of getting a casino license seem to be highly unlikely. How are you going to get the capital for a casino, if you cannot even pay off these EZ Pass fines and penalties?

You won't know the answer until you apply however I would think you would be dismissed.
