Q: Can anyone submit a will for probate or do they have to be a family member of the person who died?

If the question is in CA, then the answer is anyone can petition the court. That said, the terms of the will control (assuming it is valid and no other will exists).

Q: Is there a way to get Power of Attorney removed from someone?

My brother and I feel our sister who is the POA is spending way too much money on herself -- our Mother is in a care facility and has limited needs.
