Q: If I hire a contractor through a service, is the service liable for damages encountered?

I have a 90 year old large two-story wooden barn-like garage that was in need of painting. I hired the painter through an online service who gave him great reviews. The work performed was a nightmare. There was no preparation work done, no scraping of the old paint, no caulking, and the work was done by spraying on paint rather than brushing (not good on old wood as the wood simply soaks up the paint). In addition, paint over-spray covered my fence and carport (the carport was a different color and now needs to be painted to correct that damage). The job was completed only a few months ago and the paint is already peeling off and is gray rather than white as it all soaked into the wood (I believe it was highly watered down to be sprayed easier). The agency who provided the painter will not take responsibility, they simply say they took him off their list. I believe the agency is responsible and they in turn need to recoup from the painter. Who do I file litigation against for damages?
