Q: I want to know more about foreign and space industry, thank you!

I'm a Chinese citizen and I intend to start a new corporation in US about space transportation. The corporation's main goal is provide space launch service, send satellites into Earth orbit. I have some question as below:

1 Does government allow foreign to do such things? If I shown strongly desire to stay in US and be an American citizen?

2 If the answer of the first one is yes, then does the prison that start this corporation has a limit of his age? Above 18?

3 Based on the background info, US don't allow rocket sale oversea, what's the exactly definition of "oversea"? Is that means rocket itself can't be transported to the other countries or just means rocket from US could not leave land, not even the Pacific Ocean? Or means I can only launch the satellite for US but not for any other foreign satellite?

4 As for this kind of corporation, what's the limit on the explosive-control in US? Does US allow the rocket test?
