Q: HELP why has judge NOT signed QDRO after having for 8 weeks now?? Is there timeframe?

Been 8 weeks since sent QDRO for Judge to sign (3rd Judge in my case, dissolution filed Jan 2011 Stip. Oct 2013). I call clerk only to be told Judge is 'reviewing' and my question is reviewing what? Over 6 year divorce and I am over it already. Do not understand what the hold up is and does the Judge not understand should my ex decide to quit or die I have NO recourse cuz his Mother will most certainly not give me my 1/2 of his pension. How difficult is it to sign his name? According to Fidelity QDRO center online my ex is NO required to sign or at least documents only have one signature line for the Judge. I am preparing to file complaint against 2nd Judge in my case as well as my former attorney for malpractice and misconduct (beyond belief and unless you have read or been present in court you would NOT believe what I have gone through last years with ex all but being given an 'atta boy' and absolutely no ramifications for his actions!)..
