Q: Arrangement leading to agreement of leaving my pers. prop. (set period) to obtain later. He refuse to contact, or return

I left my personals and my dog (Chance, of 11 yrs) for an mutual set period of time (7mo) as part of our agreed, arrangement. I also on my part, agreed on my making a monetary exchange for safe keeping, most important was (paper work, legal doc's, colleagues ppr work, my bicycle, clothes, laptop, phone, other electronics, and mostly my dog (hv had him for 11 yrs, last animal of my deceased mother/so you understand attachment). I returned home within the parameters and time frame of our agreement; the exact date. I made contact, which he has received, more than few. I have remained collective and calm. But, he refuses to contact me back, none the less return my belongings. I have done some research in ORC, and this is showing he is committing Larceny; theft? I have sent 3 demand letter's to home address. But has his mail delivered to a P.O. box (prior to our agreement, he had mentioned). Which I don't know. Where do I go from here? Is he commiting an offence?
