Yes. The terms of leases come from negotiation between the landlord and particular tenant and the terms of each lease needn't mirror each other. (Naturally a Landlord cannot illegally discriminate by say setting rents for one ethnicity higher or lower than another, but assuming that no kind of unlawful discrimination is going on leases may certainly vary).
Some jurisdictions might regulate rent amounts or set caps on annual increases but generally speaking in Maryland the parties can agree to whatever lease amount(s) they deem appropriate.
