They waste us a lot of time, didn't focus on our project. How can I report them? How can I protect myself from loss?

Whether you choose to report them is up to you (there are various organizations that handle complaints), but if you brought the issues you mention to their attention, that could have the constructive result of them evaluating the quality of services they provide.
